Governance & accountability

Shared purpose needs clear responsibility.

C-SAM is governed through its own institutional structures, with distinct responsibilities for members, oversight, coordination and technical contribution.

Institutional architecture

Authority, oversight and coordination

Highest authority

General Members Body

Approves annual plans, budgets and major governance changes, receives reporting and holds the Alliance accountable.

Strategic oversight

Executive Council

Oversees the Secretariat and Working Groups, approves external policy positions and takes membership decisions informed by the Membership Review Committee.

Coordination

Secretariat

Hosted by OXDev Initiative, the Secretariat coordinates daily work, supports members, maintains knowledge and prepares reporting.

Assessment

Membership Review Committee

Conducts screening, assessment and proportionate due diligence, then makes documented recommendations to the Executive Council.

Technical contribution

Working Groups

Bring together members and expertise for evidence, learning, policy contributions and referral coordination.

Leadership

An accountable Executive Council

The Executive Council exercises oversight between General Members Body meetings and reports back to members. For the current roster and authorised representatives, contact the Secretariat.

Coordination

A Secretariat that serves the Alliance

OXDev Initiative hosts the C-SAM Secretariat. C-SAM retains its own identity, governance and institutional direction.

The Secretariat supports membership administration, Working Groups, stakeholder engagement, knowledge sharing and reporting. Substantive membership and policy decisions sit with the authorised governance bodies.

Accountability

Trust is a continuing responsibility.

Safeguarding, complaints and feedback

Member responsibility

Membership carries commitments to participation, integrity, safeguarding, contribution and responsible representation. Founding and later-admitted Full Members are held to the same standards.

Independent judgement

C-SAM’s partnerships are guided by autonomy, non-partisanship, transparency and conflict-of-interest management. Membership does not guarantee funding or contracts.

Evidence and review

The Strategy provides for planning, reporting, risk review and learning. Formal decisions and collective statements follow the Alliance’s governance processes.
